2024 NOTICE OF ANNUAL MEETING SCHEDULE

NOTICE OF ANNUAL MEETING SCHEDULE

 

            Please take notice that on December 19th, 2023, the Jersey City Redevelopment Agency (“Agency”) adopted its annual meeting schedule to establish its regular meeting dates from February, 2024 through January, 2025. This notice is provided in accordance with the Open Public Meetings Act, Chapter 231, P.L. 1975, and N.J.A.C. 5:39-1, et seq.

The regular meetings of the Agency shall be held in the Explorer Middle School located at 180 Ninth Street, Jersey City, New Jersey on the third Tuesday of each month at 6:00 p.m., unless otherwise noted. The meeting dates for the 2024 calendar year and the beginning of 2025 are as follow:

February 20, 2024

March 19, 2024

April 16, 2024

May 21, 2024

June 18, 2024

July 16, 2024

August 20, 2024

September 17, 2024

October 15, 2024

November 18, 2024

December 17, 2024 (Meeting begins at 5:00 p.m.)

January 21, 2025

Formal action may be taken at all meetings.

The Agency will post on its website, https://thejcra.org/, at least 48 hours prior to the start of such meeting relevant documents will be available for download, including but not limited to a meeting agenda. Relevant documents will be posted under the webpage tab entitled, “Public Documents,” and/or in other prominently labeled location(s) on the Agency’s website. Alternatively, individuals lacking the resources or experience for technological access may contact Jesamil Lozano via email at jlozano@jcnj.org or by telephone at (201) 761-0819, to arrange receipt of documents by alternate means, to make an appointment to review documents in person at the Agency’s offices during regular business hours (excluding holidays), or for general assistance in accessing documents and the meeting information. As of May 1, 2021, the Agency relocated its offices to 4 Jackson Square (a/k/a 39 Kearney Avenue), Jersey City, New Jersey 07305.

The Board of Commissioners and the Executive Director of the Agency reserve the right, consistent with the provisions of the Open Public Meetings Act, to convene Executive Sessions at all regular meetings for the purpose of discussing such subjects as are authorized to be heard in Executive Sessions.

The Agency hereby designates the following newspapers as newspapers in which its official notices may appear: The Jersey Journal, and The Star Ledger.

This notice and a copy of the resolution establishing the Annual Meeting Schedule and designating official newspapers are available at the Agency’s office, 4 Jackson Square, Jersey City, New Jersey 07305, and the City Clerk’s office, and will be posted on the Agency’s website, https://thejcra.org/.

INFORMATIONAL ITEM- 174 Newark Avenue Rehabilitation Area –  The Agency owned property commonly known as 174 Newark Avenue in Jersey City identified on the City tax map as Block 11401, Lot 13.02 (the “Property”) is located within the 174 Newark Avenue Rehabilitation Area and is governed by the 174 Newark Avenue Redevelopment Plan.  On December 12, 2023, the Agency authorized the execution of a Redevelopment Agreement with Haus Companies for the development of a five (5) story building with one (1) approximately 1,400 square foot retail unit on the ground floor and eight (8) residential units, including one two-bedroom affordable unit on the second through fifth floors. Pursuant to Resolution 23-12-7, the redeveloper was obligated to sign the RDA and pay all fees and deposits due to the Agency no later than December 29, 2023.The redeveloper did not comply with this requirement by the date certain. The Agency has determined to terminate the designation of Haus Companies as redeveloper of 174 Newark Avenue.

The Purpose of the Request of the RFQ on page 2 is amended to read as follows: “The billing would be at $200.00 per hour rate and for a sum not to exceed a specified amount to be determined by the Agency on a case by case basis. The Agency and the qualified respondent with regard to matters paid from private escrow accounts involving redevelopers or prospective redevelopers may negotiate a rate above the $200.00/hour Agency rate.  The Agency may also negotiate alternative fee arrangements for matters involving bond counsel related services.
