NOTICE OF REMOTE PUBLIC MEETING

 PLEASE BE ADVISED THAT THE BOARD OF COMMISSIONERS OF THE JERSEY CITY REDEVELOPMENT AGENCY WILL HOLD A REMOTE PUBLIC MEETING ON TUESDAY, DECEMBER 20, 2022 AT 5:00 P.M. OFFICIAL ACTION WILL BE TAKEN.

In an effort to adhere to social distancing protocols and best practices imposed by Jersey City and State authorities during the COVID-19 state of emergency, the public meeting will take place virtually and will be accessible to the public by phone and web via Zoom. The Agency will post on its website, https://thejcra.org/, at least 48 hours prior to the start of the meeting, the meeting access information, including unique dial-in numbers and Zoom web links, and relevant documents available for download, including but not limited to a meeting agenda, to the extent known. Relevant documents, including the agenda, to the extent known, will be posted under the webpage tab entitled, “Public Documents,” and/or in other prominently labeled location(s) on the Agency’s website. Alternatively, individuals lacking the resources or experience for technological access may contact Jesamil Lozano via email at jlozano@jcnj.org, or by telephone at (201) 761-0819, to arrange receipt of documents by alternate means, to make an appointment to review documents in person at the Agency’s offices, 4 Jackson Square, Jersey City, New Jersey, during regular business hours (excluding holidays), or for general assistance in accessing documents and the meeting information.

The Agency will make a coordinated effort to ensure public participation at the meeting. Members of the public who wish to participate during the public portion(s) of a meeting are encouraged (but not required) to register their name and address, and, if desired, written comment(s) prior to the meeting by submitting same to Jesamil Lozano via email at jlozano@jcnj.org or via mail at 4 Jackson Square, Jersey City, New Jersey 07305. All such communications must be labeled “Public Comment” in the subject line. All such pre-registrations shall be submitted by 4:00 p.m. on Friday, December 16, 2022. Such written comments may be read at the public meeting consistent with existing law.

Members of the public, whether pre-registered or not, will be given opportunity to speak during the public portion(s) of the meeting, at which time the Agency will provide instructions for the public to indicate their desire to speak. When a matter is open to public comment or question, a member of the public can click the “raise hand” button (if using a computer or mobile device) or dial *9 (if on a telephone) to indicate to the Agency that they wish to speak. After clicking “raise hand” (on computer) or dialing *9 (on telephone), the person should listen for their name or last 4 numbers of their phone number.

RFP ADDENDUM # 2 RFP for Acquisition and Development of 174 Newark Avenue

RFP ADDENDUM # 2

The Request for Proposals for Acquisition and Development of 174 Newark Avenue (the “RFP”) is modified as set forth in this Addendum.  The RFP remains in full force and effect, except as modified by this Addendum, which is hereby made part of the RFP. Respondent shall take this Addendum into consideration when preparing and submitting its Proposal.

 

CLARIFICATION

 

The due date for submissions has been changed from December 10, 2022 to December 12, 2022.

 

Section VII of the RFP is amended as follows:

 

Submissions may be submitted via email, hand delivered to the Agency’s offices, sent by U.S. certified mail return receipt requested, or sent by private courier service.  Email submissions must be sent in PDF format to Christopher Fiore, Assistant Executive Director, at FioreC@jcnj.org and J. Nicholas Strasser, Esq., at jstrasser@msbnj.com.  Proposals submitted via certified mail, private courier service or hand delivery must include three (3) paper copies and one (1) electronic copy (USB drive format preferred) of the proposal.  All submissions must be delivered no later than 3:00pm on December 12, 2022 to Jersey City Redevelopment Agency, 4 Jackson Square (a/k/a 39 Kearney Avenue), Jersey City, New Jersey 07305.  The Agency shall not be responsible for the loss, non-delivery, or physical condition of submissions sent by mail or courier service.

All proposals must include a non-refundable submission fee of One Thousand Five Hundred Dollars ($1,500), which must be paid at the time of submission, except if a Respondent’s proposal is submitted via email, then such Respondent shall mail the submission fee to the Agency, and the

Agency shall receive the submission fee, no later than December 12, 2022.  Proposals that include payment of the submission fee by check, which check is dishonored for insufficient funds, shall be considered to have not included the submission fee and will be rejected.  Any proposals received after the deadline or without a submission fee will be rejected.
