Sealed bids for the BAYFRONT 1 REDEVELOPMENT – PHASE 1A project will be received by the Jersey City Redevelopment Agency (“JCRA”) at 4 Jackson Square, Jersey City, New Jersey on June 5, 2026, at 10:00 AM prevailing time, at which time they will be publicly opened and read aloud in accordance with the procedures described herein. All questions pertaining to the Requests for Bids shall be sent by e-mail to bids@cmeusa1.com with copy to vbonners@jcra.org. All questions must be received no later than May 18, 2026, by 4:00 p.m. In accordance with N.J.S.A. 40A:11-23(c), responses will be issued by either a clarification or addendum mailed or delivered to all parties recorded by JCRA as having received the Request for Bids. Questions received after 4:00 p.m. on May 18, 2026 will not be answered. Only questions answered by formal written addenda or clarifications will be binding. Oral and other interpretations will have no binding legal effect.
Bids are to be submitted in a sealed envelope, addressed to Christopher Fiore, JCRA’s Acting Executive Director and marked “Public Bid” with the name and address of the Bidder and the name of the project on the outside of the envelope, and may be sent by United States Certified Mail Return Receipt Requested, overnight delivery or by private courier service or hand-delivered to JCRA’s Executive Director. Bids will have the date and time stamped upon receipt. Bidder is solely responsible for the timely delivery of the bid and no bids shall be considered that are presented after the date and time specified for receiving bids. Any Bid received after the date and time specified will be returned, unopened to the bidder.
The work includes furnishing all labor, materials, and equipment necessary to complete the work as shown on the Drawings and as described in the Bid Specifications. The project generally consists of infrastructure improvements including but not limited to excavation, grading, design/build rigid inclusion system and load transfer platform; stormwater outfall and conduit outlet protection including temporary cofferdam, turbidity barrier, dewatering, rip-rap stone, check valve, and bulkhead restoration; installation of stormwater drainage system, sanitary sewer system, potable water system, concrete curb and sidewalk, concrete paver sidewalk, bio-retention basins; asphalt pavement consisting of surface course, base course, dense graded aggregate base course, asphalt block pavers; landscaping, lighting, streetscaping; coordination with the respective utility companies for the installation of various utilities including electric, gas, and telecommunication services; and all other associated work as contained in the Contract Documents. The work shall be completed within 365 calendar days of the Contractor’s receipt of written Notice to Proceed.

A Non-Mandatory Pre-Bid Conference/Site Tour is scheduled for Thursday, May 14, 2026 at 10:00 A.M. to be held at the foot of Kellogg Street, Jersey City, NJ 07305. It is highly recommended that all prospective bidders attend this meeting to familiarize themselves with the existing conditions in order to complete the work required of the Contract.
NO BIDS MAY BE SUBMITTED ELECTRONICALLY. Each bid must be submitted, in writing, on the bid pages furnished in the Contract Documents, except as specifically provided in the Contract Documents.
A bid must be accompanied by a Surety’s Consent and either a bid bond, cashier’s check or certified check for ten (10%) percent of the amount of the bid or $20,000.00 maximum, whichever is the lesser. Cashier’s check or certified checks shall be made payable to Jersey City Redevelopment Agency. The Surety shall be bound to furnish Performance, Labor and Material, and Maintenance Bonds, each in an amount equal to one hundred percent (100%) of the Contract Price.
BIDDER MUST SUPPLY ONE HARD COPY ORIGINAL AND ONE HARD COPY OF A COPY OF THE BID, INCLUDING THE BID SPECIFICATIONS FOR THE PROJECT. IN ADDITION, BIDDER MUST SUPPLY ONE CD ROM OR USB DRIVE VERSION IN PDF FORMAT. BIDDER DOES NOT HAVE TO INCLUDE A COPY OF THE PLANS OR PREVAIILING WAGE RATES WITH ITS BID SUBMITTAL. HOWEVER, IT IS UNDERSTOOD AND AGREED BY THE BIDDER THAT THE PLANS CONSTITUTE AN INTEGRAL PART OF THE BID SPECIFICATIONS AND WILL BE CONSIDERED AS PART OF THE BIDDER’S BID SUBMITTAL.
BIDDERS MUST COMPLY WITH THE REQUIREMENTS OF N.J.S.A. 10:5-31 et seq. AND N.J.A.C. 17:27-1 et seq. PERTAINING TO AFFIRMATIVE ACTION IN THE STATE OF NEW JERSEY.
Accompanying the bid there shall be submitted a disclosure statement setting forth the name and address of all stockholders in the corporation or partnership who own 10% or more of its stock, of any class; or of all individual partners in the partnership who own a 10% or greater interest therein, or of all members of the limited liability company who own a 10% or greater interest, as the case may be. If one or more such stockholder(s) or partner(s) or members is itself a corporation or partnership or limited liability company, the stockholders holding 10% or more of that corporation’s stock, or the individual partners owning a 10% or greater interest in that partnership, or the individual members owning a 10% or greater interest in that limited liability company, as the case may be, shall also be listed. The disclosure statement shall be continued until names and addresses of every non-corporate stockholder and individual partner or member exceeding the 10% ownership criteria established in N.J.S.A. 52:25-24.2 has been listed. The requirements of N.J.S.A. 52:25-24.2 are applicable to all forms of corporations, partnerships, and limited liability companies.
Bidders and their sub-contractors of any tier must comply with all applicable provisions of the Public Works Contractors Registration Act, N.J.S.A. 34:11-56.48 et seq., and the New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq.
No Bidder may withdraw its Bid within sixty (60) days after the date of the opening of Bids except in accordance with N.J.S.A. 40A:11-23.3.
JCRA reserves the right to reject all Bids in accordance with N.J.S.A. 40A:11-13.2, as well as the right to waive minor immaterial informalities, and to accept the Bid for the contract that, in accordance with applicable law, is the lowest, responsible Bid. All bid prices submitted shall hold firm for a minimum of sixty (60) days from the date of bid opening, per the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., unless otherwise mutually extended in accordance with applicable law.
This contract is not funded with funds from the New Jersey Department of Environmental Protection and the New Jersey Infrastructure Bank. All references to Socially and Economically Disadvantaged (SED) compliance are not applicable to this Project.
JCRA and any bidders may, in accordance with law, mutually agree upon extensions of time for the award of the contract as may be necessary.
