This Addendum No. 1 is to amend and supplement the Jersey City Redevelopment Agency’s (the “JCRA”) Request for Bids for Grounds Maintenance and Landscaping Services (the “RFB”). The Bidder shall acknowledge receipt of this Addendum No. 1 on the Acknowledgement of Receipt of Addenda – Form A-4, which is to be included as part of the Bid submission package.

Potential Bidders are advised that:

A. The Bid Form (Form A-1) is amended to include the cost proposal form appended hereto as Attachment A. In accordance with Section 3.2.1 of the RFB, potential Bidders are advised that the Bid Form must be completed in the form and content exactly as set forth in this revised Form A-1.

B. Exhibit C, “List of Agency Properties Included in the Scope of Work” is supplemented to include the list appended hereto as Attachment B.

Potential Bidders are advised that:

The Purpose of the Request of the RFQ on page 2 is amended to read as follows: “The billing would be at $200.00 per hour rate and for a sum not to exceed a specified amount to be determined by the Agency on a case by case basis. The Agency and the qualified respondent with regard to matters paid from private escrow accounts involving redevelopers or prospective redevelopers may negotiate a rate above the $200.00/hour Agency rate.  The Agency may also negotiate alternative fee arrangements for matters involving bond counsel related services.

– Q: Are all of the items going to the same storage facility?
– A: Yes, the items will be going to the same facility.
– Q: When are all of the items expected to be removed from the Theatre?
– A: November of this year.
– Q: Can bidders visit the storage location ahead of time?
– A: Yes, but also please see storage statement/scope.
– Q: Is any special equipment needed to move these items?
– A: That will be up to the relocation expert.
– Q: What level of packaging and protection are we expecting?
– A: The items need to be protected from damage. The relocation expert should advise on how
best this can be accomplished.
– Q: Are the main basement stairs the main point of bringing items up and out of the Theatre?
– A: Yes, they are the primary access point for the basement and the largest set of stairs in the
Theatre.
– Q: Can the front and side doors be used?
– A: Per the Section 2.1 in the RFB, the side doors that lead to Magnolia Ave. are the
recommended point of egress for the move.
– Q: Have we appraised all of the items to be moved?
– A: No, these items have not been appraised.
– Q: Are additional visits to the Theatre possible on request prior to the move?
– A: Yes, after the project has been awarded.
– Q: If needed, can a dumpster be provided for disposal of anything related to the move?
– A: The JCRA will provide a dumpster for refuse related to the packing and moving of the items.

 Q: does your municipality have a soils test that states 50 lbs of lime is required per 1000 sq. feet?

A: Please refer to the NJ state law that speaks to this.

Q: can we substitute synthetic fertilizer for organic fertilizer? If we are spraying crabgrass and weed control, the application is not organic. Organic fertilizer at the rates mentioned throughout the RFB application rate would have a very objectionable malodor.

A: The JCRA is open to hearing about what the applicants think the process/solution should be.

Q: Should we assume that the 1 lb. Is per 100 sq feet a typo? The spec states 1 lb.? 1 lb. of nitrogen? See point 7

Q: would Eagle or Tourney be acceptable as a replacement for Cleary 3336Plus?

A: The JCRA is open to hearing about what the applicants think the process/solution should be.

Q: if we follow your spec through the season, the October application of nitrogen would be breaking NJ state law for amount of nitrogen being applied during the course of the year. The spec requires applying 4.5 lbs. of nitrogen over the course of the season,. NJ State Fertilizer law passed in 2011 clearly specifies  ” for each application, apply no more than 0.9 pounds of nitrogen for every 1000 square feet of lawn area, and for each year, apply no more than a total of 3.2 pounds of nitrogen for every 1000 square feet of lawn area.” The fertilizer calendar year runs from March 1 through November 15.

Q: On the addendum attached, on the bid form sheets, July is listed twice. Can you clarify why that is or was this a mistake?

A: Yes this is a mistake that has since been corrected.

Q:  in the most left column: “Properties” does this imply to write in each of the 30 property addresses, and associated cost per month of each? (300 price items) Or is it just one price for all work specified, for all properties divided by the ten months, (10 price items)

A: We’d like each of the properties written in with their anticipated pricing for that month
