THE JERSEY CITY REDEVELOPMENT AGENCY BOARD OF COMMISSIONERS MEETING FOR OCTOBER 17, 2023

PLEASE BE ADVISED THAT THE BOARD OF COMMISSIONERS OF THE JERSEY CITY REDEVELOPMENT AGENCY WILL HOLD ITS REGULARLY SCHEDULE MEETING ON TUESDAY, OCTOBER 17, 2023 AT 6:00 P.M. IN PERSON, LOCATED AT EXPLORER MIDDLE SCHOOL LOCATED AT 180 NINTH STREET, JERSEY CITY, NEW JERSEY.  AGENDA WILL INCLUDE: ADOPTION OF MINUTES OF PREVIOUS MEETING; FINANCIAL MATTERS; PERSONNEL MATTERS; AND OTHER GENERAL BUSINESS OF THE AGENCY OR MATTERS THAT MAY COME BEFORE THE BOARD. OFFICIAL ACTION MAY BE TAKEN.

Questions and Answers from September 26, 2023 Loew’s Theatre Walkthrough for Request for Bids
for Relocation Services
– Q: Are all of the items going to the same storage facility?
– A: Yes, the items will be going to the same facility.
– Q: When are all of the items expected to be removed from the Theatre?
– A: November of this year.
– Q: Can bidders visit the storage location ahead of time?
– A: Yes, but also please see storage statement/scope.
– Q: Is any special equipment needed to move these items?
– A: That will be up to the relocation expert.
– Q: What level of packaging and protection are we expecting?
– A: The items need to be protected from damage. The relocation expert should advise on how
best this can be accomplished.
– Q: Are the main basement stairs the main point of bringing items up and out of the Theatre?
– A: Yes, they are the primary access point for the basement and the largest set of stairs in the
Theatre.
– Q: Can the front and side doors be used?
– A: Per the Section 2.1 in the RFB, the side doors that lead to Magnolia Ave. are the
recommended point of egress for the move.
– Q: Have we appraised all of the items to be moved?
– A: No, these items have not been appraised.
– Q: Are additional visits to the Theatre possible on request prior to the move?
– A: Yes, after the project has been awarded.
– Q: If needed, can a dumpster be provided for disposal of anything related to the move?
– A: The JCRA will provide a dumpster for refuse related to the packing and moving of the items.

QUESTIONS AND ANSWERS TO REQUEST FOR BIDS FOR MAINTENANCE AND LANDSCAPING & SERVICES

 Q: does your municipality have a soils test that states 50 lbs of lime is required per 1000 sq. feet?

A: Please refer to the NJ state law that speaks to this.

Q: can we substitute synthetic fertilizer for organic fertilizer? If we are spraying crabgrass and weed control, the application is not organic. Organic fertilizer at the rates mentioned throughout the RFB application rate would have a very objectionable malodor.

A: The JCRA is open to hearing about what the applicants think the process/solution should be.

Q: Should we assume that the 1 lb. Is per 100 sq feet a typo? The spec states 1 lb.? 1 lb. of nitrogen? See point 7

A: Please refer to the NJ state law that speaks to this.

Q: would Eagle or Tourney be acceptable as a replacement for Cleary 3336Plus?

A: The JCRA is open to hearing about what the applicants think the process/solution should be.

Q: should we assume that the 1 lb per 100 sq feet is a typo? The spec states 1 lb.? 1 lb. of nitrogen? See point 7

Q: Would Acelepryn be an acceptable substitute?

A: The JCRA is open to hearing about what the applicants think the process/solution should be.

Q: if we follow your spec through the season, the October application of nitrogen would be breaking NJ state law for amount of nitrogen being applied during the course of the year. The spec requires applying 4.5 lbs. of nitrogen over the course of the season,. NJ State Fertilizer law passed in 2011 clearly specifies  ” for each application, apply no more than 0.9 pounds of nitrogen for every 1000 square feet of lawn area, and for each year, apply no more than a total of 3.2 pounds of nitrogen for every 1000 square feet of lawn area.” The fertilizer calendar year runs from March 1 through November 15.

Q: On the addendum attached, on the bid form sheets, July is listed twice. Can you clarify why that is or was this a mistake?

A: Yes this is a mistake that has since been corrected.

Q:  in the most left column: “Properties” does this imply to write in each of the 30 property addresses, and associated cost per month of each? (300 price items) Or is it just one price for all work specified, for all properties divided by the ten months, (10 price items)

A: We’d like each of the properties written in with their anticipated pricing for that month

A: Write each of the 30 property addresses in the blank chart provided, and insert your anticipated pricing for each month, and based on the amount of snow.

Q: I’m reaching out to obtain a copy of the Snow Removal Services bid that’s due on October 11 at 2:00 PM.

 RFB ADDENDUM #1

 Date of Addendum: September 29, 2023

NOTICE TO ALL POTENTIAL BIDDERS

The Request for Bids for Relocation Services posted by the Jersey City Redevelopment Agency on September 20, 2023 (the “RFB”) is hereby modified as set forth in this Addendum #1. The RFB remains in full force and effect, except as modified by this Addendum #1, which is hereby made part of the RFB. Respondent shall take this Addendum into consideration when preparing and submitting its Bid.

Section 2.1

Section 2.1 is hereby amended to read:

2.1       Relocation and Storage Services. The services set forth in this Section 2.1 are referred to as “Relocation Services” or “Storage Services,” and collectively are referred to as the “Services”.

Generally, the Relocation Services shall include:

Relocation of special equipment within the Theater’s 3rd floor projection suite and the historic items that are stored throughout the Theater.

The full list of items can be found in Exhibits C and D appended hereto as Attachment A.

The Theater is located in Journal Square, and access for the move will be off of Magnolia Street.  There is space at the end for trucks to park and load from the Theater’s side entrance. Please refer to the map in Exhibit E appended hereto as Attachment B.

Storage Services shall include:

Items from both groups will be stored at the same location.  Locations are either at the Bidder’s storage facility (Option A) or at MANA Contemporary storage facilities (“MANA”).

Option A:

Off-Site storage of projection suite and historic items in a non-climate controlled facility consisting of two (2) approximately 750 sq. ft. storage areas for a total of 1,500 sq. ft.  The full list of items can be found in Exhibits C and D appended hereto as Attachment A.  Bidders may, but are not required, to submit a bid for Storage Services. 

Option B:

Items will be relocated to MANA, which is located at 10 Senate Place, Jersey City, New Jersey 07306.  MANA has a loading dock.  MANA can be delivered to during normal business hours (9 A.M.-5 P.M.).

Section 2.1B

Section 2.1B is hereby amended to read:

There shall be two (2) moving groups for the Theater equipment and materials noted in Exhibits C and D hereto:

Group 1- Projection Suite Equipment:

Pack and crate contents of all equipment and materials noted in Exhibit C, Projection Suite Inventory.

• Create a move plan to relocate all objects from the projection room on the 3^rd floor to MANA’s storage facility, with no elevator, or a location identified as part of a successful bid for Storage Services.

Group 2- Historic Items: 

 Pack and crate contents of all equipment and materials noted in Exhibit D, Loew’s Historic Items Inventory.

• Create a move plan to relocate all objects throughout the Theater to MANA’s storage facility or a location identified as part of a successful bid for Storage Services.

The Theater’s construction will start in November 2024.  The Theater will need to be cleared in October 2024 of all final items.  Bidders must provide a schedule as part of the Bid.  Both moves can and should happen at the same time.

ADDENDUM NO. 2 TO JERSEY CITY REDEVELOPMENT AGENCY

FOR Grounds Maintenance and Landscaping Services

SEPTEMBER 29, 2023

TO:     POTENTIAL Bidders

This Addendum No. 2 is to amend and supplement the Jersey City Redevelopment Agency’s (the “JCRA”) Request for Bids for Grounds Maintenance and Landscaping Services (the “RFB”).  The Bidder shall acknowledge receipt of this Addendum No. 2 on the Acknowledgement of Receipt of Addenda Form – Form A-4, which is to be included as part of the Bid submission package.

Potential Bidders are advised that:

1. The Cover Page of the RFB is hereby amended to provide that all RFB responses must be submitted to the JCRA no later than October 13, 2023 at 11:00 a.m.
2. Pages 2 and 3 of the RFB are hereby amended to provide that all RFB responses must be submitted to the JCRA no later than October 13, 2023 at 11:00 a.m.
3. Pages 3 and 12 of the RFB are hereby amended to provide that JCRA responses to questions shall be provided no later than October 2, 2023 at 4:00pm.

The Respondent shall acknowledge receipt of this Addendum No. 1 on the Acknowledgement of Receipt of Addenda Form, which is to be included as part of the RFQ submission package.

Potential Bidders are advised that:

A. The Cover Page of the RFQ is hereby amended to provide that all RFQ responses must be submitted to the JCRA no later than October 10, 2023 at 11:00 a.m.

B. Pages 4, 5 and 6 of the RFQ are hereby amended to provide that all RFQ responses must be submitted to the JCRA no later than October 10, 2023.

C. The Respondent’s Checklist is amended to omit Item L as to the Certificate of Compliance with Jersey City Pay-to-Play Ordinance 08-128 as the ordinance is obsolete in accordance with the Election Transparency Act, N.J.S.A. 19:44A-1 et seq., and Item O as to the Certificate of Non-Involvement in Prohibited Activities in Russia or Belarus Pursuant to P. Potential Bidders are advised that:

The Bid Form (Form A-1) is amended to include the cost proposal form appended hereto as Attachment A. In accordance with Section 3.2.1 of the RFB, potential Bidders are advised that the Bid Form must be completed in the form and content exactly as set forth in this revised Form A-1.

Exhibit C, “List of Agency Properties Included in the Scope of Work” is supplemented to include the list appended hereto as Attachment B.

Section 4.2(14) is revised to read as follows:

All work will be done on regular JCRA workdays between the hours of 8:00 a.m. and 4:30 p.m. The JCRA shall provide a list of its holidays, which may change at the Board’s discretion. In the event of such change, the Successful Bidder(s) will be notified in a timely manner.

Exhibit D, “Agency Holiday Schedule” is hereby deleted.
