NOTICE is hereby given that, pursuant to the New Jersey Local Public Contracts Law competitive contracting process, N.J.S.A. 40A:11-4.1 through 4.5, proposals will be received for a PROPERTY APPRAISAL SERVICES CONTRACT with the Jersey City Redevelopment Agency, at the Agency’s offices at 66 York Street, 3rd Floor, Jersey City, New Jersey 07302, on Wednesday, August 12, 2020, at 12:00 PM prevailing time.

ADDENDUM #2

 PROPOSAL SUBMITTAL AND QUESTIONS DEADLINE

 The Proposal submittal deadline is amended and extended from July 31, 2020 to Tuesday, September 1, 2020.

The deadline to submit questions is amended and extended from July 3, 2020 to Friday, July 24, 2020. Responses will be posted no later than Friday, August 21, 2020.

SITE VISITS AND QUESTIONS RECEIVED

 The requests for additional site visit dates, and the questions received to date from potential respondents, are being processed. Responses will be posted via future addendum(s).

Jersey City forges ahead with high-profile development pipeline, despite pandemic

The Jersey City Redevelopment Agency, the City and Friends of the Loews will provide access to the Site for inspection purposes on the following dates:

Friday, June 26, 2020 at 11:00 a.m.; Wednesday, July 1, 2020 at 1:00 p.m. and Thursday, July 9, 2020 at 11:30 a.m.

JERSEY CITY REDEVELOPMENT AGENCY 

ADDENDUM #2 

TO REQUEST FOR PROPOSALS FOR  REAL ESTATE MARKETING  AND BROKERAGE 

PROPOSAL DUE DATE 

Thursday May 28, 2020 at 4:00 p.m. EST 

The Jersey City Redevelopment Agency (the “JCRA”) issues this Addendum #2 to the Request for Proposals for Real Estate Marketing and Brokerage (the “RFP”) advertised on Thursday, May 7, 2020.  This addendum is issued to clarify, correct or supplement the RFP as originally issued and shall supersede any conflicting section of the original RFP.  This Addendum #2 shall be acknowledged in your proposal utilizing the form captioned “Acknowledgement of Receipt of Addenda” annexed to the RFP as Schedule C along with acknowledgment for Addendum #1 which was previously issued on May 18, 2020.  Failure to acknowledge Addendum #2, as well as Addendum #1, may be cause for rejection of your proposal.

 Question #1: Can you provide the unit numbers being listed? 

JCRA Answer:  The units being listed are as follows: Unit 2A, Unit 2B, Unit 2C, Unit 2D, and Unit 2G. 

Question #2: Can you provide any of the details of each unit that will be listed? (in particular, total sqft of each unit, total bedrooms of each unit, and total bathrooms of each unit). 

 JCRA Answer:  The units being listed are all approximately 1,200 square feet, with two bedrooms and two bathrooms. 

 Question #3: Will all 5 units be awarded to one brokerage?    

 JCRA Answer:  Yes. 

 Question #4: However, we are looking for more specific on the five units your team looking to market. If you can give us more details such as floor plans what floor and the conditions of the units? 

 JCRA Answer:  Please refer to the Answer to Question #2 of this Addendum #2.    

 Question #5: Where should the $50 be sent or dropped off?  Please advise. 

 JCRA Answer:  The $50.00 proposal fee shall be made by check payable to the “Jersey City Redevelopment Agency” and must be mailed to the JCRA with a postmark no later than the Submission Date to the following address:

The failure to provide the proposal fee shall constitute a basis for rejection of the proposal. 

Question #6: Are the units being sold “as is” or will JCRA be making any improvements prior to being marketed for sale? 

JCRA Answer: The Condominium Units are being sold “as is” and the JCRA will not be making any improvements prior to being marketed for sale.  In addition, all sale shall be subject to a waiver by the buyer regarding the condition of the units.    

 Question #7: Do any of the units include parking? 

 JCRA Answer: No.    

 Question #8: Is there a tax abatement in effect, and if so, how many years are remaining, and can the tax abatement start date be effective once each unit is sold? 

 JCRA Answer:  There is no tax abatement in effect for the units.    

 Question #9: If the RFP can only be submitted electronically, how do we include the $50 fee?   Can payment be made electronically via Zelle? 

 JCRA Answer:  Please refer to the Answer to Question #5 of this Addendum #2.
